LOS ANGELES (AP) — The top budget analyst in Los Angeles has been arrested on suspicion of drunken driving. The California Highway Patrol says Chief Administrative Officer Miguel Santana was driving at a high rate of speed in a city-owned Honda Civic early Friday when he was pulled over. CHP Sgt.
